Hexadecimal color codes are used with the octothorp (#) to code color using HTML or style sheets in Web documents. The non-dithering colors of the 216 color safe Web palette are displayed in the following charts of RGB color codes.
What is a color-safe palette?
 
In the first table, called the 00 Block, every color starts with 00. Left to right inside each block, the green increases by 20%. Each row, from the top to the bottom inside a block, the blue increases by 20%. Lastly, from the top table or block to the bottom table or block, the color of red increases by 20%.

What is the color-safe palette?

The 216-color color-safe palette refers to colors (RGB values) that will appear the same on either Windows or Mac platforms. Sometimes, the colors vary between the two operating systems but by using the color-safe palette, no dithering occurs. The color safe palette is used to code HTML color or style sheets color in Web documents so that the colors appear the same in any browser used on any computer operating system.
